The Surface Water Management Division (gutters, street sweeping, pipelines, and basins) includes facilities to collect surface water, clean it and recharge the groundwater. The division consists of three different functional areas:

  • Recharge - surface water management and underground water storage in the Kaweah groundwater sub basin
  • Surface Water Pollution Control - used water collection and pollution remediation systems
  • Flood Control - flood management during storm events

The majority of the surface water in the city is collected and pumped into the Tulare Irrigation District canal system under provisions of an agreement entered into in 2005. Surface water also flows into park/ponding basins and storm drainage retention basins. The surface water management  facilities capture as much of the rain events and nuisance water as possible to maximize recharge from the runoff.  All recharge adds to the City's water supply; the groundwater sub basin.  The City is subject to the Federal Phase II Storm Water NPDES permit requirements.

SAND BAG INFORMATION

SANDBAGS FOR FLOOD PREVENTION

During the rain and flood season, the City of Tulare Public Works Department provides prefilled sandbags free of charge to city residents limited to ten (10) sandbags per household per rolling year. Sandbags are only available when moderate to heavy amounts of rain are forecasted. Please bring someone to help you load the sandbags if needed.
