Description:

The City of Tulare is pleased to offer a Notice of Funding Availability (NOFA) and Request for Proposal (RFP) process for multiple grant programs, including Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, Manufactured Housing Opportunity and Revitalization Program (MORE, and the Homeless Housing, Assistance and Prevention Program (HHAP). The City invites proposals from non-profit organizations, private for-profit enterprises, and public agencies to develop and implement a range of activities and projects. Professional services of interest include, but are not limited to, case management and housing navigation for unhoused residents, housing rehabilitation and down payment assistance programs, and public infrastructure improvements in low- and moderate-income areas of the community.

Interested organizations are strongly encouraged to review the 2024 NOFA RFP, Grant Handbook, and applicable program regulations. A universal application, budget template, and supplemental documents are available below:

Submission Details:

All sections of the application must be complete, which includes a signature by an authorized official with the organization proposing a project. Applications must be received via email at gavitia@tulare.ca.gov or by mail at the address below:
