The City of Tulare is governed by a Council-Manager form of government. Under this form of government, the elected City Council set the policies for the operation of the Tulare City Government. The City Council consists of five members, elected by district, but representing the City’s interests as a whole. The City Council also appoints the City Manager (who also holds the City Clerk title) and the City Attorney who serve at the pleasure of the City Council.

Elections 

Council Members are elected by registered voters who reside in their respective districts. The City of Tulare is split up into five Council districts with elections staggered: Districts 1, 3, and 5 elected at the same time; and Districts 2 and 4 elected at the same time. The regular general elections are held in even-numbered years at the same time as the general election for the State of California. City Council Members serve four-year terms. The Mayor and Vice Mayor are selected by the Council and typically serve two-year terms. The Mayor is the presiding officer of the Council and the official spokesperson and ceremonial representative of the City.

Meetings

The City Council meets on the first and third Tuesday of each month at 7:00 p.m. in the Council Chamber located at the Tulare Public Library at 491 North M Street. There may be more or less meetings depending on current business. Citizens are encouraged to attend and participate in these public meetings. For those that cannot physically attend a meeting, meetings are viewable via the City's YouTube channel.

Attending and Participating in Meetings

You can attend meetings in person or access the meetings via YouTube. If you wish to provide public comment while not physically in attendance, you may do so by calling (559) 366-1849 during Public Comments, Public Hearing, and/or General Business items.
